Job Description


Overall Responsibility for the direction and planning of the Network Maintenance department, which includes the performance and reliability of the outside plant network. Develops strategic direction of the department. Establishes procedures, performance standards, and best practices. Establishes goals, plans calendar, develops budget, plans and oversees projects, and ensures personnel is in compliance with Company and federal safety and employment regulations. Develops and mentors staff.

Duties and Responsibilities:

Essential duties and responsibilities include but are not limited to those listed below:

  • Participates as an effective, engaged and accountable member of the senior team, with responsibilities to include overall departmental strategy and operational success

  • Implements approved business plan including short term and long term objectives for the department

  • Monitors key measurement reports and financial statements to determine performance against objectives; implements revised objectives and plans in accordance with current conditions

  • Works effectively with corporate peers to ensure operational requirements are understood and effectively resourced

  • Monitors compliance with all industry regulations and standards

  • Negotiates and/or administers agreements with outside contractors

  • Interacts with public officials, government officials and other legal or industry representatives on behalf of the Company

  • Provides leadership and direction to staff, including but not limited to hiring, disciplining, motivating and assessing management performance

  • Participates, as needed, on company cross-functional teams and/or committees to study and resolve complex network and strategic business problems

  • Ensures field compliance with corporate policies and procedures

  • Performs other duties as assigned.

  • This position is responsible for the direct supervision of staff management and indirect supervision of all market employees

  • Responsible for supervision, training, development, coaching, discipline and performance reviews of direct report staff and technicians

  • Thorough knowledge of a broadband communication organization, administration, standards, regulations, and rules

  • Familiarity with FCC, state PUC and OSHA specifications, regulations, and standards

  • Understanding of broadband communication technology, materials and equipment

  • Able to develop and justify budgets, cost estimates and work/equipment recommendations

  • Understand thoroughly the concept and scope of broadband network plant operations, demand and problems

  • Accepts responsibility for independent decisions and works with minimal supervision

  • Able to analyze and solve problems with sophisticated test equipment

  • Able to prepare company regulatory and industry compliance reports

  • Continues education in technological developments and industry standards

  • Experience with both Capital and Operational budgeting, preparation and control


Knowledge and skills usually acquired through a bachelor's degree in engineering, specialized training, and five to seven years of experience in broadband network plant operations and senior management/operations experience.

Computer Skills:

MSOffice software, Internet and e-mail; technical database software as required.
