Manager, Regional Headend-IT



The primary function of the Regional Headed IT Manager is to ensure proper operation of all equipment located within the headend, hub, and OTN facilities in accordance with company guidelines and local, state, and federal regulations to support the 24x7 performance and maintenance of the TVRO site, video headend, hub sites, SONET network and all optical facilities (formerly VSO, VEO), and all equipment located within each facility.



Duties and Responsibilities:



Essential duties and responsibilities include but are not limited to those listed below:




  • Perform on-going and preventive maintenance, repair and installation of all TRVO, headend, hub and OTN sites 24x7

  • Monitor equipment performance to ensure proper functionality in compliance with manufacturer specifications and company specifications

  • Ensure effective operation and proper maintenance of all headend-related equipment and peripherals

  • Maintain integrity and security of headend, hub and OTN facilities (formerly VEO sites) in compliance with company guidelines

  • Coordinate trouble-shooting activities with field personnel as necessary to provide expedient restoration of services and excellent customer service

  • Sets-up and activate the optical path for all new /rebuilt/upgrade plant

  • Review proposed construction plans and schematic drawings to ensure that proposals are compatible with existing equipment and adhere to company specifications

  • Direct and supervise the activities of outside contractors related to headend facilities

  • Recommend and implement changes in engineering, design, and operations of headend facilities as well as construction of new facilities

  • Implement and coordinate relocation of headend and hub equipment as required

  • Direct, track and coordinate testing and inspecting of equipment for operational performance

  • Implement preventive maintenance procedures, activities, and tracking to ensure performance and compliance with company guidelines

  • Prepares and maintains budget and forecasting reports and recommends courses of action to management

  • Responsible for direct supervision, interviewing, hiring, training, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems of Hub and Engineer employees assigned to the Headend function

  • Other duties as assigned





Qualifications:

Education:



A bachelor's degree in engineering or a related field or equivalent experience



Experience/Skills Needed:




  • 5-7 years' experience in broadband network plant operations

  • 5 years Senior management/operations experience

  • Must be able to read and understand engineering prints as they pertain to Headend facilities and Hub sites

  • Working knowledge of TCP/IP networks required

  • Thorough knowledge of broadband communication organizations, administration, standards, regulations, and rules

  • Familiarity with FCC, state PUC and OSHA specifications, regulations, and standards

  • Understanding of broadband communication technology, materials, and equipment

  • Able to work with minimal supervision and formulate independent decisions

  • Able to analyze and solve problems with sophisticated test equipment

  • Able to prepare company regulatory and industry compliance reports

  • Experience with both capital and operational budgeting, preparation, and control



Computer Skills:




  • Fundamental knowledge of standard desktop business applications and tools

  • Experience with online collaboration tools such as GSuite
