HRIS and Compliance Manager

The Human Resources Information Systems (HRIS) and Compliance Manager provides analytical and technical support to Human Resources, including payroll, benefits, and Business Intelligence (BI) teams in pursuit of HRIS, HR compliance, and HR data analytics and reporting initiatives and responsibilities. This includes, but is not limited to, HRIS maintenance and updates, maintaining data quality and integrity, consistency, security of HRIS data, and HR compliance reporting, to ensure employee and business actions are in compliance with current HR policies and guidelines. This position also provides technical support and analysis, project management, and reporting support to all functions in HR, including payroll and outside vendor partners, in accordance with current and future business needs.

Duties & Responsibilities:

Essential duties and responsibilities include but are not limited to those listed below:

  • Manage HRIS set-up and processes to support HR, Benefits, TA, and other related functions, ensuring continuity and successful delivery of functional services to users throughout the organization.
  • Supports HR reporting and workforce analytics strategy by ensuring the systems are managed to provide highly reliable data and creating HR reporting.
  • Promote proactive approaches to use the HRIS to address business needs while also enhancing overall understanding of the HRIS capabilities.
  • Provide support for HRIS, including researching and resolving HRIS issues, unexpected results, or process flaws; recommend solutions or alternate methods to meet requirements.
  • Help maintain data integrity in systems by running queries and analyzing data
  • Oversee the HRIS system operation in conjunction with functional and technical staff (IT/Payroll/Benefits/TA)
  • Review, testing, and implementation of HRIS system upgrades, patches and new systems
  • Participates in change management efforts where HR systems need to be defined and configured to support evolving business needs changes in processes.
  • Manage, design, and upkeep the mapping of HRIS data workflows.
  • Develop and deliver job aids and training to functional team members and end users, as needed
  • Maintain a thorough understanding of employment regulations, current practices, applicable laws, and employment registration pertaining to HR compliance and Federal requirements.
  • Works in conjunction with key HR team members to support HRIS reporting for Affirmative Action Planning, EEO1, VETS, FCC reporting, annual benefits enrollment reporting and general benefits administration as well as other HR compliance reports, as defined.
  • Generates reports per standard internal and external reporting requirements as well as responds to frequent ad hoc requests for HR related information
  • Provide oversight of company-wide I9 and E-Verify requirements.
  • Complete annual update to Employee Handbook.
  • Advise management on matters related to the HRIS and compliance matters.
  • Other HR projects as needed
  • Extract and analyze human resources data for regulatory reporting requirements
  • Create ad hoc reports to meet ongoing business needs
  • Assist end users with development of specialized reports
  • Other duties as assigned

  • Bachelor's degree in Computer Science, Human Resources or a related HR Systems and data field

Experience/Skills Needed:

  • 7-9 years of progressive Human Resources experience or a combination of education and experience working in the HRIS field.
  • Strong working knowledge of HRIS and experience with data extraction and analysis is required.
  • Strong interest in analyzing data and able to synthesize large data sets for form recommendations
  • HRIS administration including system maintenance reporting, enhancement/implementation, and support are required.
  • Experience with ADP Enterprise and ADP Reporting, including all ADP functional modules, ESS and MSS is highly preferred.
  • Exceptional written and verbal communication skills.
  • Strong understanding of HR processes and requirements, including eligibility and enrollment rules and benefits administration
  • Strong understanding of recruiting best practices and related regulatory reporting requirements
  • Effective listening skills to ensure understanding of instructions and directions and be able to effectively communicate progress and problems to co-workers, functional teams, and management.
  • Exceptional project management, presentation, negotiation and persuasion skills and experience.
  • Ability to proactively and continually collaborate at all levels within the organization to ensure positive business outcomes.
  • Able to multi-task, have demonstrated organizational, detail orientation, prioritization, and time management skills to ensure that work related duties are completed in an accurate and timely manner.
  • Ability to work independently with minimal guidance in a collaborative, high demand and fast-paced environment.
  • Ability to maintain high level of confidentiality and work with highly sensitive data and information.

Computer Skills:

  • Proficient with a variety of office equipment, standard software packages and applications, and use of personal computers to include the Microsoft Office suite of products.
  • Highly proficient with excel, Gantt charts and other project management software
  • Strong understanding of HRIS database design, structure and function and previous exposure to project related activities through active participation in system related projects
  • Visio and other technical and business process definition and mapping tools
